Request for Proposals: Become a Delivery Partner on the Peer Action Collective
The Peer Action Collective (PAC) is a youth-led model developed to directly listen to young people’s experiences of violence and take these learnings to make change through social action. Funded by the #iwill Fund (A joint investment between the National Lottery Fund and the Department for Media, Culture and Sport), and the Youth Endowment Fund, the network is set up to support young people to take the lead. The PAC model gives organisations the funding and support to employ young people to deliver high quality research and social action designed to influence local change and inform recommendations on a national platform.
We are looking for 4 Delivery Partners in England who can evidence the following:
- Engagement, support and reach: Your organisation has proven experience of recruitment, engagement and a commitment to supporting young people who have been impacted by violence.
- Research readiness: Your organisation can bring qualitative research skills and understanding, either through internal capacity, recruitment or partnership.
- Influence and change: Your organisation has experience in working with young people to create change on issues that matter to them.

How to apply
We are looking for organisations who can recruit young people to lead research and social action on one of three topics: Policing, Children’s Services and Mental Health. You can find a response template for each topic. There is also a budget template provided for applicants to submit. Call for Proposals – Area Leaders Programme Design and Delivery Partner
The Area Leaders Programme (ALP) is a programme for multi-agency violence reduction partnerships in local authority areas. The programme aims to equip area leaders with the knowledge, tools and partnerships needed to deliver effective, evidence-informed violence prevention strategies focused on people, places, and practice.
In 2024/25, we piloted the programme in four local authority areas. In 2025/26, we will expand to ten more areas to inform potential wider rollout, followed by a second group of ten in Spring 2026. We are seeking an expert organisation to help design and deliver the programme over the next two years.
Design & Delivery Partner
We are seeking to commission an expert organisation to work alongside YEF to shape and deliver the Area Leaders Programme. The partner will:
- Collaborate with YEF to design a 12-month development programme, comprising approximately 12 half-day sessions.
- Help to design bespoke support in response to the strengths and weaknesses identified during self-assessment [c1 session per site].
- Co-deliver c50% of programme modules for each site between September 2025 – August 2026 (Cohort 1) and September 2026 – August 2027 (Cohort 2).
- Support reflection and action planning in each delivery site following each module.
- Support the delivery of a quarterly community of practice, enabling participating areas to reflect and share learning.
- Work with the programme evaluator as required.
- Support YEF in reviewing Year 1 delivery, incorporating feedback and adapting the programme for Year 2.

YEF review of parenting programmes and family therapy provision
Delivering evidenced based parenting and family therapy programmes can play a role in preventing children’s involvement in violence. However, despite robust evidence that parenting programmes can reduce behavioural difficulties (which are linked to later involvement in violence), and that family therapy programmes have a moderate impact on violent crime, we believe these programmes are underutilised across local authorities in England and Wales. While there is already a wealth of evidence on the enablers and barriers to scaling parenting programmes, we currently lack a clear picture of their prevalence across local authorities in England and Wales.
- YEF is seeking a team to conduct a review of the provision of parenting programmes and family therapy programmes.
- The study will inform YEF’s recommendations for the children’s services sector on how to reduce violence amongst children and young people (which will draw on a range of ongoing and completed research work).

YEF review of Multi Agency Child Exploitation (MACE) Panels
Safeguarding responses to child criminal exploitation and extra-familial harm (including serious violence) are an increasing concern and priority for children’s services. In 2023, 3,123 referrals were made to the Home Office for suspected child criminal exploitation and in the same year there were 14,420 social care referrals for child in need assessments in England recording criminal exploitation as a factor.
We want to understand how multi‐agency child exploitation (MACE) and equivalent panels operate across different local authorities in England and Wales and what factors influence their ability to assess and support children effectively.
- YEF is seeking a team to conduct a review of MACE panel practice in England and Wales.

YEF review of local safeguarding partnerships’ response to child
criminal exploitation and extra-familial harm
This project aims to understand what Local Safeguarding Partnership’s (LSP) across England and Wales are expected to do to protect children at risk of child criminal exploitation (CCE) and extra familial harm (EFH) – as set out in law, policy, and practice guidance – and to assess the extent to which these expectations are being met in practice. The project will also identify barriers and enablers to effective practice, examine how current responses affect racial equity, and highlight examples of promising local practice (“bright spots”) that can inform wider improvement. The review will also offer insights for practice and system change to ensure that LSPs are equipped to deliver effective safeguarding responses.
