Youth Sector Practice Guidance – Focus on the Right Children

A Virtual Learning Café (VLC) run by the Youth Endowment Fund (YEF) as part of our YEF Evidence in Practice series.

We are pleased to invite local authority commissioners (including PCCs, Housing Associations and Funders) to the first session in a three-part Virtual Learning Café series focused on the evidence based recommendations found in the youth sector practice guidance.

How can commissioners and local funders deliver outcomes that a reduction in youth violence locally? As excitement and expectations grow aligned with the national youth strategy, commissioners of youth provision will be keen to maximise current and future investments, while ensuring investment reaches the children who need support most.

This session focuses on what the evidence says about targeting support where risk of violence is highest — and what this means practically for commissioning decisions in high-violence and high-vulnerability areas.

This is particularly relevant for areas seeking to develop Young Futures Hubs, working with Youth Prevention Panels, or reviewing targeted youth provision.

What we’ll cover

  • The evidence on which children and young people are most vulnerable to involvement in violence
  • What local administrative data can help to identify high-risk groups
  • Enhance understanding to consider harmful contexts (places, times, and social dynamics)
  • What can be done to work with partners to identify gaps in provision
  • What the evidence tells us about commissioning with children and young people most affected by violence
  • Guest Speakers will share their experience
  • Q&A

Who should attend

This session is designed for:

  • Local authority commissioners of youth provision
  • Local partners that invest locally in youth provisions (e.g. Violence reduction units, PCCs, Housing Associations, Community Safety teams)
  • Leaders from aspiring Young Futures hubs

  • Part 2 — 15th June: Approaches that work (Recommendation two, three, four and five)
  • Part 3 — 22nd September: Strong Foundations (Recommendation six, seven and eight)

Each session builds on practical insight to support evidence-informed commissioning in the youth sector.

The event will run online using MS Teams on Thursday 14th May 2026, 11:00–12:00.
