Joined by Natalie Parish and Sam Baars, authors of a recently published report by Isos Partnership which documents the findings from a multi-year research project funded by the Local Government Association (LGA) and County Councils Network (CCN) which sought to understand how the SEND system – which many regard as ‘broken’ – can better meet the needs of children and young people whilst being put on a more financially sustainable footing.
Natalie and Sam shared some of the report’s recommendations for reforming the SEND system in England, and discuss why inclusion needs to be put at the heart of those reforms.

Natalie Parish is a Director at Isos Partnership, an expert on the SEND system, and has led high-profile national research on SEN funding and alternative provision.
Sam Baars is Head of Research and Insight at Isos Partnership and is currently delivering a range of projects for central and local government exploring ‘what works’ in local SEND systems.
